The goal here was to make the user feel that whatever they want is only a click away. This is easier said than done, in that giving access to everything at all times usually creates a jumbled, confusing mess that can be hard to unravel. That's part of what gave rise to the popularity of those aforementioned pop-up nav menus (all right, all right, I’ll stop bashing the pop-ups…).

One way to make things accessible is to build in redundancy. The main department links are available from the top menu bar at all times, but they are also visible at the footer section of each page as well. Thus the graphics-enabled and the graphics-deficient user is able to go to any department from any page. This is basic stuff, but we all know that a TON of sites forget this point.

The department pages feature links to a lower level, through an image map within the main graphic. In addition, the same links are called out and described in detail on the right side, allowing users to know exactly where a link will take them before they go there.
